I cannot see posts other than those by admin - fix it?

I can see the admin / sticky posts, but no any others. I can also see my own. Is this a know issue? Are the permissions set correctly, i.e. for registered users to read and reply to other threads?
You can view topic.
You cannot start a new topic.
You cannot reply to posts.
You cannot edit your posts.
You cannot delete your posts.
You cannot add new polls.
You can vote in polls.
You cannot attach files to posts.
You cannot post without approval.
